2 issues with HTML, sidebars and other pages?

My site is coming along, I have the whole homepage HTML document typed up and ready to go, but now I need to know two more things.
First, I need to know how to add new pages. For example, if I were to have a website, it would have Home, and then About [...]
What site should I use to create my own website? Must be free?
